How to Pay Affiliates Internationally: PayPal Mass Pay vs Wise vs Stripe Connect

You have affiliates in 12 countries. You owe them all $50-500 this month. PayPal will charge 5% to send some of those, Wise will charge 0.5% for most, Stripe doesn't support some of those countries at all. Here is the honest breakdown of when each one wins.

International affiliate payouts are the part of running a program that nobody warns you about. Domestic payouts are easy — Stripe, PayPal, Venmo, Cash App all work. Cross-border is where the costs and friction start. This guide compares the three real options merchants use in 2026 and tells you when each one is right.

The three real options

You hear about a lot of payout methods — TransferGo, Payoneer, OFX, Remitly. For affiliate payouts at scale, three actually matter:

  • PayPal Mass Pay (now PayPal Payouts). Most coverage. Highest fees.
  • Wise Batch Payments. Cheap FX. Real bank transfers. Slightly slower.
  • Stripe Connect. Best for the ~40 countries it supports. Instant. No tracker fee.

A good affiliate tracker supports all three so you can mix and match per affiliate.

PayPal Mass Pay

When it wins

  • Your affiliates are everywhere (200+ countries).
  • Most affiliates already have PayPal accounts they use for other freelance/affiliate work.
  • You want zero affiliate-side onboarding (PayPal email is all you need).

Pricing

PayPal's published Mass Pay rate is 2% per recipient, capped at $1 USD for US-to-US, and uncapped for cross-border. In practice:

  • Sending $50 to a US PayPal account: $1 fee (capped).
  • Sending $50 to a UK PayPal account: $1 fee + 3-4% FX markup baked in (effectively ~$2-2.50).
  • Sending $500 to a German PayPal account: $10 explicit fee + ~$20 FX markup = ~$30 total (~6%).

PayPal's FX rates are roughly 3-4% worse than the mid-market rate. The "2% fee" in their docs is the wire-level fee — total real cost including FX is often 4-7% on cross-border transfers.

Setup

Enable Mass Payments on your PayPal Business account (request access if it's not enabled — they ask for some volume justification). Then any affiliate tracker that supports it will generate a CSV in PayPal Payouts format. You upload it, confirm, done.

Funds must be in your PayPal balance, not your bank. If your business primarily collects in Stripe, you'll need to fund PayPal periodically.

Wise Batch Payments

When it wins

  • You have affiliates outside the US and PayPal's FX cost is eating margin.
  • Your affiliates have local bank accounts (not just PayPal).
  • You want real mid-market FX rates.

Pricing

Wise charges a small flat fee per transfer plus a tiny percentage based on the corridor:

  • USD → EUR: ~0.4-0.6% + a $0.50ish fixed fee
  • USD → GBP: ~0.4-0.6% + fixed fee
  • USD → INR: ~0.6%
  • USD → BRL: ~0.7%

Compare against PayPal's effective 4-7% on the same transfers. On a $500 cross-border payment, Wise costs $2-4; PayPal costs $25-35. The gap compounds.

Setup

Get a Wise Business account. Verify your business (this can take a few days — start early). Enable Batch Payments. Your affiliate tracker exports a Wise Batch Payments CSV; you upload to Wise → Send money → Batch payments.

Affiliates set "Wise" as their payout method in their portal and provide either:

  • Their Wise account email (Wise resolves it to the right destination)
  • Their local bank details (Wise pushes via SWIFT/ACH directly)

Caveats

Settlement time: 1-2 business days for most corridors. Slower than PayPal or Stripe but still fast by international wire standards.

Batch limits: Wise caps single batches at varying sizes by corridor — typically a few hundred recipients per file. If you have 1000+ affiliates, split into multiple batches.

FX direction: Wise can fix either the source amount (you specify what you pay) or the target amount (you specify what the recipient gets). Most affiliate trackers fix the target amount so the affiliate sees the exact commission they earned in their currency.

Stripe Connect

When it wins

  • Most of your affiliates are in Stripe-supported countries (~40 — most of the developed world).
  • You want instant transfers (Stripe Connect is real-time once the affiliate's Express account is set up).
  • You don't want any tracker fee on the transfer.
  • US-based: you want Stripe to handle 1099-K issuance to affiliates.

Pricing

  • Tracker fee: $0 (if the tracker doesn't take an application_fee on transfers).
  • Stripe fee: $0 for same-currency transfers, ~1% for cross-currency.
  • Stripe Express payout fee: Standard Stripe payout rate (free for daily, $1.50 for instant) which the affiliate pays from their balance.

For affiliates in supported countries, Stripe Connect is the cheapest option, often by far. Full Stripe Connect setup guide here.

Setup

In your affiliate tracker: Integrations → Stripe Connect → Connect Stripe. Authorize via Stripe OAuth. Done — the tracker can now trigger transfers from your account.

Each affiliate goes to their portal and clicks "Set up Stripe payouts" → completes Stripe Express onboarding (ID + bank details). Once verified, they're eligible for auto-pay.

Caveats

Coverage: Stripe Express is in ~40 countries. Notable exclusions: India (limited), most of Africa, parts of LatAm and SE Asia. Check the official list before assuming.

Affiliate friction: Express onboarding takes 5-15 minutes per affiliate. ID upload, bank verification, terms acceptance. Not everyone completes it. Build the rest of your payout stack assuming some affiliates will bail at this step.

One-way: Once you trigger a Stripe transfer, you can't reverse it. Make sure your refund-hold window has expired before clicking pay.

Cost comparison: real example

Imagine you owe 10 affiliates this month, $200 each, in 5 different countries (US x4, UK x2, Germany x2, India x1, Brazil x1).

Method Total fees Settlement Affiliate friction
PayPal Mass Pay ~$80-110 (4-5.5%) Minutes Low (just email)
Wise Batch ~$10-15 (0.5-0.75%) 1-2 days Low (email or bank)
Stripe Connect (US/UK/DE only) ~$0-15 (0-0.75%) Instant High (Express onboarding)

For this specific batch, the optimal stack is:

  • US/UK/DE affiliates: Stripe Connect (8 affiliates × $200 = $1600, near-zero fee)
  • India/Brazil affiliates: Wise (2 × $200 = $400, ~$3 fee)

Total fees: ~$3-5 vs PayPal's $80-110. Saving $80/month at small scale; $2k+/month once you scale to 200 affiliates.

Recommended stack

If you only run one method to keep ops simple: Wise Batch Payments. It works in every country PayPal does, costs 5-10x less, and has only marginally more affiliate friction.

If you want max efficiency and have the time to manage two payout flows: Stripe Connect for Express-eligible affiliates + Wise for the rest. A good affiliate tracker handles both transparently — affiliates pick their preferred method on signup, the tracker auto-routes.

PayPal Mass Pay is only the right answer if you have a long tail of affiliates in obscure countries that neither Stripe nor Wise reach, or you're at very low volume and the fee overhead of $1-2 per transfer doesn't add up.

What about 1099 / tax forms?

For US-based merchants paying US-based affiliates more than $600/year, you need to issue a 1099-NEC. This is the part nobody talks about.

  • Stripe Connect: Stripe issues 1099-K to the affiliate. Your responsibility is minimal — Stripe owns the W-9 collection and tax form issuance.
  • PayPal: Same — PayPal issues 1099-K above their threshold.
  • Wise: Wise does NOT issue tax forms for batch payments. You're on the hook for 1099-NECs to US affiliates. Track who you've paid and how much; collect W-9s on signup; use a service like Track1099 or Bench to issue them in January.

For non-US merchants paying non-US affiliates, none of this matters — international tax reporting is on the affiliate's side.
